By the way, it goes without saying that you could substitute any subject above a 3rd grade reading level for "nuclear issues" and the sentence would be just as correct.

Well, the last time I checked out Sarah, "not much of" is still much of, just not that much of. So let's substitute "not much of" with "well informed for all practical purposes, in spite of not being much of"
