Is it possible that Bush had shaken the hands of these leaders in an earlier meeting and therefore thought it redundant? Also, I don't see Bush extending a hand to be shaken in the first place. It's bad manners and poor protocol all around.
He's walking with his head down most of the time, which to me looks like they've shunned him somehow. Perhaps he didn't want to extend his hand and 'be left hanging' and look like a dumbass. Cooties indeed.
Some commenters on youtube claim that Bush had already greeted everyone in advance, so shaking hands again would have been redundant. Maybe so, or maybe that was a clever way to avoid shaking hands with him in front of the camera. In either case, this sequence looks odd.

I don't feel sorry for the "spurning Bush" at all. It's good for him to reap some bitter fruit from the seeds of his own brand of terrorism.

I'll bet he has a calendar hanging in his bedroom with big red X's through every date starting about three months ago. And if you turn it to Jan 20 there will be a crayon stick figure drawing of dubya in a big cowboy hat on a ranch under a huge rainbow (colors in the wrong order) going "YIPPEEE!"
